Additional growth would require annexation of nearby township land, some of which is planned as permanent agriculture. The Metro Council, the regional planning organization for the seven-county Twin Cities area, found the plan consistent with regional plans and policies, and commended the city for advancing "smart growth" initiatives, but encouraged the city to pursue as much redevelopment and infill development as possible within current city boundaries to limit the need for future annexation of farmland for urban growth.
