For years, financing issues have stalled the 160-room hotel, which officials say is needed to support the city's $100-million California Center for the Arts. Hilton has now filed final plans for the hotel, located in the 13-acre La Terraza Corporate Center near Interstate 15 and Valley Parkway.

City officials say a major hotel will allow the arts center's conference facility to attract larger, weekend-long conferences, which require nearby accommodations for their guests.

The arts center was completed in 1994, but the need for a hotel was realized several years before that, says David Ferguson, who sat on the original board of directors and served as its chairman.

City officials say the Hilton will make Escondido more competitive in the visitors market. The city currently loses many overnight stays to other communities.

The project also calls for a 7,750-sf restaurant and three office buildings with a total of about 150,000 sf, parking and a gym.
