Manchester, who hopes to develop a 1,200-room hotel on the Campbell Shipyard site that was approved as part of the plan, is threatening to sue over another proposed hotel approved by the port, the 300-room Spinnaker Hotel at Fifth Avenue.
Manchester is also trying to line up financing for a major expansion of his bay-front Hyatt Regency next to the Convention Center. Fifth Avenue Landing Associates is trying to develop the Spinnaker Hotel.
Port officials say Manchester is claiming that approval of the SouthEmbarcadero plan, specifically the Spinnaker Hotel, violates an agreement with Manchester to expand the Hyatt.
