The plan effectively kills the construction of duplexes, garage apartments and other small multifamily projects on 90% of interior lots, developers and brokers tell GlobeSt.com.
"I can empathize with the residents who don't want new projects reducing the value of their nearby properties but at the same time, putting up two houses or a duplex on a single lot may be the only way to rehabilitate an older neighborhood," Dean Fritchen, a senior broker in the Winter Park, FL office of Arvida Realty Services Commercial Division, tells GlobeSt.com.
The proposed ordinance would allow property owners or developers to build two houses or a duplex on a single corner lot which has front and rear street access. Interior lots, which comprise the majority of city locations, are those that face a street on one side only. They would not qualify as a construction site for new shelter under the planned regulation.
The city maintains its action is a compromise between developers and residents who prefer to restrict their blocks to single-family units on single lots.
