The other top deals include Capital One's $700-million expansion in the Richmond, VA area; IBM's $2.5-billion semiconductor plant in East Fishkill, NY; IDEC Pharmaceuticals' $1.25-billion plant in Oceanside, CA; Intel Corp.'s $2-billion expansion in Rio Rancho, NM; Motorola's $2-billion facility in Dunfermline, Scotland; Nissan's $950-million automotive assembly plant in Canton, MS; USAA Insurance's $148-million project in Phoenix, Vanguard Group's $500-million expansion in Malvern, PA; and WorldCom's $450-million corporate campus in Alpharetta, GA.
