Stevinson now is a 25% partner in the project with the Mills Corp. of Arlington, VA.
''The housing or the office would not be built above the Mills shopping center itself,'' Stevinson tells GlobeSt.com. ''That would remain as a single story. What we're looking at is housing or offices above what is called E-Street, to the outdoor entertainment area. That could end up being three, four or five stories.''
Stevinson says the market will determine when the second phase will kick in. But he points out there is a shortage of both offices and high-end housing on the west side.
David D'Onofrio, spokesman for Mills, says several other of its projects include offices on separate pads near its malls. And while the company never has included housing on its mall property, it's quite common to find housing projects developed on outlying parcels not controlled by Mills.
