The measure applies to "resident" hotels, in which 25% or more of the guests are actually living at the hotel. It will not affect hotels that are used mainly by leisure and business travelers.
The ordinance prohibits guests from staying at certain Santa Ana hotels for more than 28 consecutive days or more than 28 days within a 60-day period. It was approved yesterday.
Although the measure will go into effect this month, hotels are being given a three-year period to either comply or remodel their rooms with kitchens and other amenities to accommodate long-term guests.
Critics of the measure say it will have a detrimental effect on homeless families, who will now be forced to relocate every month.
