"You don't earn loyalty with bonuses and stock options," Abrashoff told the lunch time crowd, "you earn it by being genuine and encouraging workers to perform with devotion."

Later, the more than 2,000 attendees who attended this "Super Bowl for Corporate Real Estate" got a sample of Operation Enterprise, a national marketing initiative for the United States Army Armament Retooling and Manufacturing Support Program. It showcased the capabilities of the Ammunition Plants Operation Enterprise, a national cooperative marketing program that collaborates with the 10 US Army ammunition plants to market the facility capabilities to both national and international markets. The combined resources of the facilities equal over 100,000 acres, 17 million sf of buildings, and 400 miles of rail access and storage capacity.

Under the ARMS Program, incentives are offered to businesses to use the diverse government facilities that include complete infrastructure, utilities, land, buildings and equipment at flexible and reasonable terms. Representatives from eight of the 10 Army facilities attended the Congress.

According to Dave Ratcliff, business manager of Defense Re-conversion & Development for Alliant Ammunition and Powder Co. LLC, a prime contractor to the Army at the 6,900 acre Radford Army Ammunition Plant in Radford, VA, there are a wealth of re-manufacturing capabilities offered at Radford and at the other Army bases involved in Operation Enterprise.

"The more we expose facility re-use potential to the commercial sector of our country, the sooner economic advantages can be realized by local and state economies and by the Federal Government," Ratcliff said.

Pendulum Management Co. is an asset management company dedicated to maximizing the value of government assets and technology. PMC is headquartered in Charlestown, IN, and manages the Operation Enterprise marketing program through contract with the Army. According to Jim Burgin, business manager for Pendulum Management Co. LLC, PMC and the Army chose to exhibit at the World Congress because the meetings had a reputation for being the "best of the best" in real estate gatherings.

"The Army has top quality government assets that once served a vital purpose and they now stand ready for use by commercial businesses, Burgin said. "To display these facilities and capabilities to their fullest, we decided to go the top real estate market network. IDRC offers that route."
