Mr. Hazard operated Hazard Construction Co. for a half-century from land in Mission Valley that later become the $200 million Hazard Center. His father was one of San Diego's earliest highway builders.
The younger Hazard suffered a stroke about two years ago that forced him to cut back his role as president of R.E. Hazard Contracting Co. The company was spun off into separate development and construction units in 1998.
He remained as president of R.E. Hazard Contracting Co. and became chairman of the board of Hazard Construction Co. Hazard moved the company to the Miramar area in 1986.
Mr. Hazard's father, Roscoe E. "Pappy" Hazard, formed R.E. Hazard Contracting in 1926 on Kettner Boulevard after moving from Arizona. Roscoe Hazard died in 1976 at age 94.
Since its origins in grading and road construction, the firm has become one of San Diego County's largest public works and private sector construction firms.
