The Solana Beach City Council voted 4-1 for the plan Tuesday night on a master plan for the project. The council decided to rebuild the lifeguard tower at its present site and agreed not to block several roads as previously proposed.
The master plan is intended to refurbish the city-owned park and beach that was approved in 1992 but never built. There is no construction schedule yet, but city officials said it would probably take at least six months for the city to draw up more detailed plans to submit to the Coastal Commission. Once approved, the project will begin in phases.
Earlier versions proposed blocking several roads near the cove to create a pedestrian-oriented plaza that would connect to the train station, linear park and downtown. The newly approved plan will keep all roads open.
