James R. Kerr has joined Kitchell CEM, Phoenix-based construction management and development company, as business development manager. Kerr was previously associate marketing director in Phoenix for Arcadis architecture-engineering firm and manager of business development for the Arizona Department of Commerce.

Opus West Corp., one of the Valley's most active development companies, has promoted three of its employees. Daniel T. Haug is the new general counsel for the company and its affiliates, Opus West Construction Corp. and Opus West Management Corp. Haug, who joined Opus in 1997, will continue to serve as associate general counsel for Opus Corp., the Minneapolis-based parent of Opus west.

Stan Ottenbacher has been promoted to senior project manager for the Opus West Construction Corp. In his new position, Ottenbacher is responsible for managing the design, construction, budget and schedules of Opus West projects in the Phoenix market. Ottenbacher, who has been with Opus since 1996, has served as project manager specializing in tenant improvements within multi-tenant office and warehousefacilities.

James J. Erwin has been promoted to director of construction for the Opus West Construction Corp. As director, Erwin now oversees the construction of an estimated one million square feet of Opus West office, industrial and retail development in Arizona. He is responsible for project quality control, budget and schedule management, as well as the supervision of project managers in Opus West's Phoenix office. Erwin plays an active role in project sales and contract negotiations. Erwin has been with Opus West since 1993.Jon Krieger has been appointed to senior vice president and branch manager of the Phoenix office of GMAC Commercial Mortgage. Prior to his appointment, Krieger had been the managing director of the Phoenix branch of Northland-Marquette Capital Group.
