Neighbors oppose affordable housing construction. But Thursday, the city's Redevelopment Agency finalized a vote originally made two weeks ago to proceed with the 71-unit complex.
City officials say the proposed Hillside Village complex could break ground by the end of the year. Opponents say the project will hurt property values and drag down test scores at nearby schools.
City officials say the only other affordable housing projects in Poway are planned for the northern part of the city.
