The airport has been researching several proposals in the hopesof creating a runway that will minimize delay time. The droppedproposal was discovered to have the most negative effect on theenvironment and was protested against because of the noise problemsit would create for the Bayview Hunters Point area.

The plan would have also interfered with an existing jet fuelpipeline and may have also interfered with the OaklandInternational Airport's air traffic patterns.

San Francisco Supervisor Aaron Peskin's legislation wasunanimously voted for by the Board of Supervisors to require voterapproval whenever an airport project would fill 100 acres of theBay. During the past century, one-third of the Bay has beenfilled.
