The San Jose City Council and redevelopment agency approved the rescheduling, knowing empty buildings isn't part of the city's vision for its Downtown as a more stimulating place to live and work.

The developers, Kimball Small Properties and Boston Properties, requested delays because of the decline in the economy that has sent vacancy rates up to uncomfortable levels, but said they plan to continue within the next year.

Kimball plans to develop a class A office project in downtown San Jose. The building, 8 East San Fernando, will be a 336,000 sq. ft., 21 stories tall property with six levels of parking holding up to 800 cars.
