The city called for a rent increase in December. Leaseholders are asking for smaller rent increases and up to two years to put them in place, rather than the current six months.
The tenants association, which will meet Feb. 12 to discuss the dispute, has accused the city of failing to conduct a proper appraisal to justify the more costly rents.
Land values at Brown Field were determined based on market data, surveys and input from the Otay Mesa Planning Group, a panel of advisers made up of residents and business leaders from the area, city officials say.
