Assuming no appeals, developer Val Thomas will have his Master Use Permit in a couple of weeks, at which time he can begin seeking demolition and building permits for the 38,000-sf site at 1818 East Madison. Thomas representative Joe Borden was not immediately available for comment Friday on financing for the project, which the city values at$16 million.

Thomas expects to begin construction later this year 2002 and complete the project in mid-to-late 2003. Thomas specializes in mixed-use and high-density residential projects on urban in-fill sites. Past projects have included the Broadway Marketplace, Pike Lofts and the Queen Anne School apartments.
