Referred to as low-impact development, the proposed law would call for, but not mandate, less concrete in commercial developments to improve stormwater management. Under this guideline, developments would utilize native vegetation or surfaces other than concrete that would allow water to be absorbed by the ground rather than deflected by curbs or gutters.
Other considerations, such as possible tax incentives for engaging in low-impact development are being considered. The cities of Lacey, Tumwater, Olympia and Issaquah have implemented the low-impact development concept in their areas and are encouraging builders to follow them.
The Pierce County Council will decide whether to implement the new guidelines sometime this summer.
