A 46-member advisory committee presented the plans to an estimated 2,000 Denver residents and business owners.
The plan calls for determining and influencing the type, quality and amount of development.
Denver is expected to add 60,000 new households and 132,000 new residents during the next 20 years, while the rest of the metro area could grow by 750,000 residents, taxing the city's core.
Councilman Ted Hackworth was the lone member to vote against it, as he is concerned about the future development of South Federal Boulevard in his district.
