The city's population, now nearly 60,000, increased 38.4% between 1990 and 2000, making it the county's fastest-growing city.
The new San Marcos Chamber of Citizens has sponsored what it calls the San Marcos Growth Management and Neighborhood Protection Act. It would require a citywide vote if development would change the general plan to allow greater density or change land zoned agricultural to commercial.
The measure is modeled after Proposition S, which was passed in Escondido in 1998 despite overwhelming opposition by the city's business community.
