In April, the city of Folsom settled a lawsuit filed by Legal Services of Northern California, in which it agreed to rezone property to meet the state mandates for affordable housing in Folsom's general plan.
Now a group of residents say that the city did not allow public participation in reaching the settlement agreement, which requires 128 acres of land to be rezoned to accommodate about 2,850 units of very-low and low-income housing. However, the agreement does not mandate that the units actually be built.
The residents, which include a member of the North Folsom Homeowners Association and a former assistant city manager, say that the city's settlement agreement goes against fair practice in local government.
