Among the agencies that will use the space are several county and state agricultural offices, including the Rutgers Cooperative Extension and the county 4-H Department. Much of the rest of the space will be taken up by the Monmouth County Vocational Board of Education. All of the various groups currently occupy space in a number of county-owned buildings that Monmouth County officials want to sell to the private sector.

The site of the new building is currently a parking lot adjacent to the county's Department of Human Resources. Work is expected to begin shortly, and officials say that construction will take about one year.
