Homebuilders remain in the land game because as Denver continues to grow, albeit slower, there will still be a demand for new houses, especially for those priced under $250,000.

But don't believe everything you read about how much job creation has slowed, the report says.

"It is our opinion that the lack of new job growth is not as bad as some of the media promotes," according to Fuller. "Rather, Denver is simply recovering from the technology bust."

Still, land sale activity for the next year will be moderate.

Zoning, platting, annexation and the overall approval process is "painstakingly difficult and time consuming," creating a barrier of entry that has reduced the number of players in the land market, according to the report.
