The project is being built under Chapter 40B, the state's affordable housing law. Because the town does not have 10% affordable housing the developer can bypass local zoning laws as long as the project has at least 25% affordable housing component. A town representative tells GlobeSt.com that the project is a "big deal" for Bellingham, which has one other apartment complex.

The town representative notes that this is JPI's third revision to the proposal. This latest change was due to a request that the company change the placement of the buildings, which, she says, cost them some units.

The town is still waiting for consultants' reports on the project's impact on traffic, the environment and the local school system.
