In February, Pacific's managing partner Patrick Lucas signed a "prospective purchaser agreement" with the state Department of Environmental Quality, setting the stage for the sale, cleanup and redevelopment of a contaminated 12-acre piece of the 33-acre property at 1210 N.E. Oregon St.

The PPA defines the cleanup that Pacific will perform on the site and limits Pacific's future liability to the state in that regard. It also gives Pacific three years to perform the clean up, which is expected to take four months. "We hope to have everything finished before the rains come," he wrote GlobeSt.com in a recent email.

Lucas in January told GlobeSt.com his option to purchase the property is contingent on the agreement with DEQ, and that after the property is cleaned up he would build industrial buildings on the property. Now, apparently, a 27,000-sf indoor soccer arena is also a possibility. Lucas did not immediately return a phone call this week seeking comment. The sale is reportedly still being completed.

The 12-acre site has been home to a tannery and a battery plant. Contaminants have been detected on the property and in the groundwater. The estimated $450,000 cleanup includes removing thousands of old hides and tons of lead-contaminated dirt.

The seller of the site 12-acre is Trans-Pacific International. The remaining 21 acres of the 33-acre site, which is also contaminated, is owned by the Portland-based trust Link Enterprises.
