Forest Hill Manor wants to add one four-story building and two two-story buildings to its 551 Gibson Ave. location. The developer plans to include 32 apartments, replace an existing 12-unit assisted-living facility with an 18-unit floor and add a 26-bed skilled-nursing floor.

The Pacific Grove Planning Commission, however, recently rejected the proposal, saying that these plans are too big. The developer has appealed the decision to the city council, which will hold a hearing in November.

Before rejecting the project, the planning commission tossed around ideas on scaling back the project. However, Forest Hill Manor officials requested an immediate decision so they could proceed with an appeal to the city council.
