The project is a substantially scaled-back version of one that began with some 230 units on land owned by United Water Resources near the Lake Tappan Reservoir. As part of a deal that has the township acquiring an adjacent 18-acre site for preservation for $8 million, River Vale Developers had reduced its proposal to 105 units.

The further reduction to 95 units was made to satisfy a new local ordinance that limits housing density to seven units per acre. Also at issue has been substantial local opposition to any development on the watershed site.

The United Water Resources watershed, which totals about 45 acres, is already zoned for residential development. It is also designated as an affordable housing site by the New Jersey Council on Affordable Housing.
