Defra has taken a 25-year lease on the space while Kier Property has agreed to take a long lease from the Crown Estate--the freeholder of the building--to carry out the redevelopment. Construction will start on site within a month and completion of the scheme is expected in 2004. The existing building will be completely redeveloped behind the retained grade II-listed 1950s façade.
