The influential Environment Select Committee had called for a separate national policy on the development of tall buildings, a move that many believe would have restricted development.
But planning minister Lord Rooker rejected the recommendation. He said there was already a substantial body of policy guidance and good practice advice relevant to tall buildings.
The minister added: "Planning policy guidance should not be a straitjacket. Tall buildings need to be considered in their specific context. We don't think having one policy for all tall buildings would work - or help."
