City officials explain that money taken from the reserve fund will eventually be paid back.
Denver plans to create a nonprofit organization that would be created by the city, but would act independently from the city. The nonprofit organization would issue bonds to pay for the construction of the hotel.
The bonds will be paid back from revenues generated by the hotel over the next 30 years.
The risk is that if the hotel doesn't generate enough cash to cover its debt service, the hotel could be taken over by investors.
