HRH will be responsible for the construction and safety oversight of the North Tower high-rise, which will house more than 300 luxury rental apartments. Construction on the North Tower began earlier this year. Units at the North Tower are scheduled to be ready for occupancy by year-end 2003, according to Cappelli officials. In addition, to supplement HRH's efforts on construction safety at the site, Valhalla-based Cappelli has also retained Pro Safety Services LLC, located in Purchase.

The project cost on the North Tower component of the City Center development is estimated at $60 million.

Cappelli affiliate George A. Fuller Construction Company of Valhalla remains the construction manager for the City Center at White Plains, which also includes a 540,000-sf retail/entertainment complex that is being built at the former Macy's site in downtown White Plains. The retail/entertainment complex and adjoining parking structure is scheduled to open in the fall of next year.

HRH Construction is also the construction manager at LCOR's Bank Street Commons rental housing development several blocks away near the White Plains train station. The $135-million Bank Street Commons development, which is also currently under construction, will consist of two, 21-story high-rise residential towers that will feature 500 luxury rental apartments and 6,000 sf of retail on the ground level. In addition, the firm has managed the construction at Jacob K. Javits Convention Center, Citicorp Center, the Gateway Center retail complex as well as ongoing renovations, additions and upgrades to the Memorial Sloan-Kettering Center.

Commenting on the hirings, City Center developer, Louis R. Cappelli says, "We feel strongly that the complexity of this high-rise project requires a highly professional and experienced team of a construction manager and safety experts. Although our own George A. Fuller Construction Co. has completed over $1 billion of construction projects over the past decade, we have not built a high-rise of this magnitude, and therefore concluded that we would engage an outside team with an established track record."

The City Center retail/entertainment complex, which is one of several major redevelopment projects under construction in White Plains, will include the entrance into the Westchester County market by Target, which will occupy a 150,000-sf store and Legal Sea Foods, which will be opening an 8,000-sf restaurant at City Center.

Other major tenants include National Amusements, which will operate an 80,000-sf, 15-screen movie theater; Circuit City, which has signed on for a 36,000-sf store and Barnes & Noble, which will have a 25,000-square-foot store. In addition, GreenPoint Bank, a 240-seat Applebee's Neighborhood Grill & Bar and a 275-seat Zanero's Italian Restaurant will also be featured at the development. In addition, the City Center will include a 10,000-sf, 400-seat Community Performing Arts Center. Phase 2 of the City Center venture will include another 300 unit high-rise tower and adjoining loft buildings.

Cappelli, who recently purchased a 110,000-sf property on Main St. for $16 million from the Halpern family, tells GlobeSt.com he hopes to obtain all city approvals by the summer of 2003 so he can begin development of 221 Main St. That project, which is estimated to cost $300 million to build, will include a 200-room Westin hotel, 150 luxury condominium units and a 550,000-sf office building.
