Shoe Carnival, intends to open in April in a center owned by Houston-based Weingarten Realty Investors. It will join Randall's flagship grocery store, Stein Mart, La Madeleine French Bakery, Cafe Express and Barnes and Noble.

The center is the area's most prominent retail development. Weingarten, which owns more than seven million sf in Harris County, bought Champions Village Center about four years ago.

Henry Peterman of Weingarten negotiated the Shoe Carnival lease with the Evansville, IN-based retailer's Texas representatives, Adam Schiller and Geoff Henrion, a Dallas team for the Staubach Co. Shoe Carnival operates 200 stores nationwide.
