The report by Donaldsons argues that the conversion of these markets could assist with the regeneration of the rural economy which has been badly hit by successive crises in the farming industry. Over 40% of the markets are still closed as in the aftermath of the foot-and-mouth epidemic.

Donaldsons argues that there is no significant link between the operation of a cattle market close to a town centre and spending in the town centre. The issue facing councils is whether these valuable sites could be used more productively.

Mixed-use schemes would increase the availability of affordable housing in rural areas where "weekend" homes bought by urban dwellers have pushed up prices and driven many locals out of the housing market.

Peter Woodley, partner of Donaldsons Consulting, said: "These are very significant sites. Quite a number currently lie idle and are located in town centres. The rural economy is not in the healthiest state. Maximising the use of economic property assets will help."
