Cappelli, principal of Cappelli Enterprises of Valhalla, revealed his plans for the 221 Main St. property, that call for 1.1 million sf of development, to a work session of the White Plains Common Council on Feb. 13.

The first 35-story tower, to be built on Main St., will feature approximately 565,000 sf of space. On the ground floor, a total of 15,000 sf of retail space will be available. The 192-room hotel, to be developed in partnership with Westin's parent, Starwood Hotels & Resorts Worldwide Inc., of White Plains, will feature meeting rooms, ballrooms and fitness facilities.

The remainder of the property will consist of 200 luxury condominium units that will be priced at $1 million or more. Each unit will average approximately 2,000 sf. in size. The office building will be constructed on the back side of the property on Hamilton Avenue. The office property, that is now being marketed to large space users, will total more than a half million sf and will have a glass-enclosed atrium lobby. Cappelli said that construction on the office building will not begin until a significant portion of the building is pre-leased.

Cappelli told Common Council members that "there are a bunch of people who are interested in leasing the entire building."

Recently, Cappelli purchased the 457,912-sf site at 221 Main St. from an entity of the Halpern family for approximately $13.9 million.

City officials said that the Cappelli plan will require the firm being named designated sponsor of the urban renewal property. The plan does require two special permits as well as environmental and site plan approvals. The project could receive final approvals by as early as this August.

Cappelli's plan, as proposed, is contingent on the Common Council agreeing that the 221 Main St. proposal and his City Center at White Plains development be considered as one project site since the Main St. plan's building height is contingent on the transfer of air rights including unused space from the City Center development.

At the work session, Cappelli also proposed a plan to build a 60,000 sf structure atop a portion of the Main/Martine parking garage at his City Center at White Plains development. The new two-story building would most likely house a health club or recreational use. The City Center at White Plains project is a one million-sf mixed use development that will have more than 500,000 sf of retail space, including a multiplex theater, a Target discount store and other major retail users. It will also include approximately 600 luxury rental apartment units in two high-rise towers, and million dollar condominium apartment units in several loft buildings.
