The building will total 1.005 million sf broken down into 315,000 sf offices; a 266-room hotel (including 74 suites), 54,000 sf of restaurants and bars, 24,000 sf of retail space and 27,000 sf of health and fitness facilities. Subject to planning consent the development could be completed by 2007, although the London Borough of Tower Hamlets is likely to consider the planning application alongside an expected application by Canary Wharf for a major new Richard Rogers-designed tower on the adjoining North Quay site.

The scheme is being promoted by Farnham Properties and His Highness Dr Sheikh Sultan Bin Khalifa Bin Zayed al Nahyan, a member of the Abu Dhabi Royal Family, in conjunction with developer SKMC. DTZ is development adviser and letting agent.

Stephen Webster of DTZ said: "The planning application being submitted to Tower Hamlets Borough Council follows the extensive and very positive discussions we have had with the Greater London Authority, Commission for Architecture and the Built Environment and English Heritage."
