The scheme will regenerate 11 acres in the north west of the city and the existing Forum shopping will be demolished to make way for new shopping streets in the style of Chester's famous Rows. The new development will be anchored by a 145,000 sq ft department store and 60 new shops, which together will swell the city's retail core by 30%. There will also be a performing arts centre, a library, market hall, several civic squares, leisure facilities and 100 flats.
A new 650-space multi-storey car park, new bus station and link road are included in the scheme, and Chester City Council would relocate to the Gorse Stacks car park site.
The aim is to enable retailers in Chester to hold their own when the massive redevelopment of nearby Liverpool city centre goes ahead. The development, the biggest transformation of the city centre in modern times, is expected to be completed by 2007.
