The Big Dig is easily the country's most expensive--as well as complicated--highway project with a budget that has ballooned up to $14.5 billion. Most recently, the state has been trying to recover some of the cost overruns by passing legislation that would allow it to pursue claims against contractors for up to ten years after the project's completion.
