The proposed project involves redevelopment of a 68-acre site on three parcels along the East Boston Waterfront owned by the Massachusetts Port Authority. The project consists of a 585-unit residential development on one parcel, expansion of a marina on another parcel, and rehabilitation of an existing shipyard on a third parcel.

In its certificate of approval, the state's environmental secretary writes, "The Final EIR describes a number of refinements to the project design, which have generally improved the urban design of the project and enhanced the public realm. I commend the proponents and the state permitting agencies for the thorough job done between the review of the Draft and Final EIRs in producing a project design that meets the full potential of the site. The design sets a high standard for waterfront redevelopment in East Boston and elsewhere."

A spokesperson for the state's environmental office, Felix Brown, tells GlobeSt.com that this is the developer's final environmental impact report and this could be the final hurdle before construction begins.
