Developer Quail Street is a joint venture of Andrew Spencer Properties LLC of Newport Beach and San Clemente-based MSJ-DHS LLC. Chris Yelich, who heads the new development and president of Andrew Spencer Properties, tells GlobeSt.com that construction is some distance off yet, probably a year to 18 months, because the joint venture is just starting the entitlement process.

Yelich says the project would include 10 to 15 acres of commercial development, most likely neighborhood retail, but it might also include some recreational vehicle storage areas, live-work spaces and executive suite-type offices. Planning is just under way, says Yelich, with the Planning Center of Costa Mesa, best known for its work on the Bighorn master-planned community in Palm Desert, helping with design for the project.

The 467-acre site, which the developers acquired from a locally based family trust, surrounds the Desert Dunes course. The development site is just south of Desert Hot Springs, about a mile from the Interstate 10 Freeway.

Andrew Spencer Properties is a newly created land development company headed by Yelich, the former Orange County division president for Pacific Bay Homes LLC of Newport Beach. MSJ-DHS LLC is a subsidiary of MSJ Partners, a real estate investment and development company whose partners are the former principals of Hillwood West, a division of Hillwood in Dallas. The former Hillwood partners are Guy Owen, LM Cummings and Pat Daniels.

Yelich says the developers were attracted to the property for its location in the Coachella Valley, one of the fastest growing areas in the Inland Empire and the state. The Desert Dunes Golf Club is one of the most prestigious in the region, having hosted US Open and PGA Tour qualifying competitions.
