David Cressman, Tewksbury's town manager, tells GlobeSt.com that the Arlington, VA-based mall developer hasn't yet made a full scale proposal to the town, but has showed its preliminary plans. He says that the proposed enclosed mall, if approved, would be the largest retail development in the area.

According to Cressman, the approximately 130-acre parcel Mills is eyeing for the project is currently vacant. Mills has an option to purchase the site which is now zoned for single family residential use. While Cressman acknowledges that the rezoning issue is a hurdle for the company, he believes that the traffic issue presents even more complications. There is currently no exit off Route 93 to this property and Cressman points out that in order for the mall to be successful an interchange at the site would be necessary. The company would need state and federal approval for that.

The company has indicated that it will formally file its plans within the next few months.
