A Point Loma resident, Raffesberger is a longtime participant in San Diego's redevelopment process. His previous experience includes a stint as the executive director of San Diegans Inc., a non-profit organization that focused on the revitalization of the city's core. While working with this group, Raffesberger played an instrumental role in its 1993 merger with the Central City Association to create the Downtown Partnership, which currently works to advance Downtown San Diego through leadership, advocacy and education. Raffesberger also served as a representative for former Councilmember Ron Roberts and in 1993, acted as chief of staff to then San Diego Deputy Mayor Tom Behr.

In his new role as a CCDC board member, Raffesberger will assist with key decisions involving San Diego's redevelopment process. The CCDC's board of directors conducts negotiations and makes recommendations to the Redevelopment Agency of San Diego in regards to property and project areas, redevelopment plans, implementation strategies and promotion of redevelopment projects.
