It was three years ago when the Arlington County Board signed off on Donohoe's site plan, which called for elevation of the land to accommodate the new building. The project was considered an asset to the community. "There is substantial community benefit provided in return for the increase in density," Board vice chairwoman Barbara Favola said in a May 2000 statement. "The developer has agreed to expand the Affordable Housing Plan term to 40 years or make a payment at the end of 30 years equal to 100% of the market value of the land associated with the increase in density above the Rosslyn Station Area Plan recommendation. He has also agreed to an option for the county to extend the Affordable Housing Plan beyond the 40-year term and has agreed to a donation to the Housing Reserve Fund of $500,000. These contributions will provide affordable housing for a great many deserving families for decades to come."
