Experior Assessments, a national testing company, became the first tenant, taking 60,000 sf, and recently moved its employees into the new building at Energy Park Lane and Norris Circle.
St. Paul Mayor Randy Kelly said the project represents an "exciting addition of jobs and business by leveraging partnerships between government and the private sector," Kelly says. "Once again, the St. Paul Port Authority has found an innovative solution to accomplish economic development."
The project is unusual because it is a full business partnership between a private firm and a governmental organization. Normally, the Port cleans up polluted land and sells it for $1 to a company, which then builds and owns the facility. In this case, the Port and Ryan equally own the building and lease space to tenants.
The new approach allowed the sited to be cleaned up and developed more quickly than the traditional approach, said Port Authority president Ken Johnson.
