The parcels are owned by three separate parties, some of them acquired through tax sales. The Cook County Assessor's office places a market value of more than $150,000 on the vacant lots, but most recent sales suggest it could be twice that, according to property records.

The West Garfield Park parcels have been vacant for more than 10 years, according to department of planning and development officials, and at least one owner appears reluctant to sell even though they have no plans to build.

The development site is south of a Burger King restaurant and east of Orr High School.

The department is setting a March 5, 2004 deadline for proposals.
