The community development commission Tuesday recommended a change in the 105th/Vincennes redevelopment plan, extending tax increment financing for the area by four years to 2024. In addition, the budget for the redevelopment plan has increased 40% to $14 million.

A 230-unit residential development was pitched in 1997 but never got off the ground, Tastsos says. The next year, an industrial development was proposed for the area, which includes just four inhabited homes, she says. That, too, failed to leave the drawing board. Most recently, Tastsos says, a 2001 proposal died when a residential developer filed for bankruptcy.
