Developer Steve Ellman plans to build a big-box retail center at the McDowell and Scottsdale roads site under an agreement with the city that would give his firm, the Ellman Cos., as much as $36.7 million in sales tax rebates. That amount could grow to $180 million with inflation over the project's planned 40-year lifespan.

The citizens group is challenging Ellmen's plans to bring a Wal-Mart, Sam's Club and Lowe's to the site on the grounds that the city subsidy is illegal. For previous story, click here.
