Detroit Mayor Kwame Kilpatrick is listed as a scheduled speaker--it would be a rarity for a mayor of Detroit to attend a groundbreaking in the suburbs.

Alley executives also are expected to announce the addition of several governmental members and expansion into new areas of the Detroit region.
