The 403-home subdivision, Hopewell at Blacks Mill Creek, is on the northeast corner of Lumpkin Campground and Harry Sosebee Roads, just north of the Forsyth County line off GA 400. The development site is about 50 miles northwest of Downtown Atlanta.

Dawson County's planning department confirms the PEC project will be the largest in the area to date. The county's last major development surge was in 1994 when 340 new residents were built. The county's permanent population is about 20,000, according to the 2002 US Census.
