The city will help facilitate the church's relocation to the Seton Business Park with a payment of $16.5 million. So far, the massive housing endeavor has not broken the city's bank; officials purchased the Uplands Apartment property from the HUD in January for a token $20.
Described by city officials as the largest and most significant housing project to rise up in the city in a half century, the 1,110-unit development will have nearly half its residences set aside as affordable housing units, with the remaining homes going for market rates. The project will be achieved in phases, as New Psalmist will not complete its relocation for another six years.
In the meantime, work will begin on the Uplands Apartments parcel, where nearly 700 apartments, condominiums, townhouses and single-family homes will be built; 215 of those residences will be rentals. Demolition of the existing apartment structures is scheduled to begin in October, with construction wrapping up in about two years.
