The Kerry-Edwards camp pointed to Kerry's attempts to address the situation in the form of the National Affordable Housing Trust Fund Act, which he wrote, and his desire to preserve existing housing. Additionally, Kerry introduced the Community Development Homeownership Tax Credit Act in an effort to spur the development of housing for low- and moderate-income households.

For its part, the Bush-Cheney faction responded that the administration is establishing a goal of increasing the nation's stable of affordable homes by seven million over the next decade through the Homeownership Tax Credit. Both candidates also responded that addressing the issue of homelessness is a top priority.
