The developer, Walter Winkle of Phoenix Contracting, would build the facility and lease the needed space to New Haven. Village officials would have the option to buy the building once it is finished.

Since 2000, the village has grown from roughly 3,000 residents to more than 4,500. Recently, the village police force moved out of the 900-sf converted gas station that has served as its home for years. Two housing developments, the first two in decades, are also being built. In addition, the school system has a new elementary school.

Winkle made his proposal at New Haven's Nov. 9 meeting. The building would cover 18,000 sf and house the village's administrative offices, police and fire departments. The Main Street site is roughly a blocknorth of Gratiot.
